On 17 July 2013, the UK Government introduced draft legislation, the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Bill, that would, if enacted, create a mandatory and publicly-accessible register for “consultant lobbyists.” Any person or organization that falls within the statutory definition would be required to register with a new Registrar of Consultant Lobbyists, and to submit quarterly reports regarding their lobbying activities.
